Has the requirement been added to your claimant commitment?
Have you explained the problems about the agencies that are being suggested?

Steps to be taken by persons actively seeking employment
18.—(1) For the purposes of section 7(1) (actively seeking employment) a person shall be expected to have to take more than one step on one occasion in any week unless taking one step on one occasion is all that it is reasonable for that person to do in that week.
(2) Steps which it is reasonable for a person to be expected to have to take in any week include—
(a)oral or written applications (or both) for employment made to persons–
(i)who have advertised the availability of employment; or
(ii)who appear to be in a position to offer employment;
(b)seeking information on the availability of employment from–
(i)advertisements;
(ii)persons who have placed advertisements which indicate the availability of employment;
(iii)employment agencies and employment businesses;
(iv)employers;
(c)registration with an employment agency or employment business;
(d)appointment of a third party to assist the person in question in finding employment;
(e)seeking specialist advice, following referral by an employment officer, on how to improve the prospects of securing employment having regard to that person’s needs and in particular in relation to any mental or physical limitations of that person;
(f)drawing up a curriculum vitae;
(g)seeking a reference or testimonial from a previous employer;
(h)drawing up a list of employers who may be able to offer employment to him with a view to seeking information from them on the availability of employment;
(i)seeking information about employers who may be able to offer employment to him;
(j)seeking information on an occupation with a view to securing employment in that occupation.

(b)any particular action specified by the Secretary of State,for the purpose of obtaining paid work (or more paid work or better-paid work).
(2)The Secretary of State may under subsection (1)(b) specify the time to be devoted to any particular action.
(3)Action which may be specified under subsection (1)(b) includes in particular—
(a)carrying out work searches;
(b)making applications;
(c)creating and maintaining an online profile;
(d)registering with an employment agency;
(e)seeking references;
(f)any action prescribed for the purpose in subsection (1).

You can only be directed to register with a specific employment agencies via a Jobseeker's Direction (assuming you are claiming JSA) to register with specific employment agencies.
If you claim UC you can me mandated via your CC.

If you are mandated to carry out a specific labour market activity, which is reasonable for your circumstances you will also be directed to provide evidence that you have completed the task.

With your help! It all came out good again and WE won in the end.
The first 5 sanctions on the work programme were a piece of cake and thrown out by the first DM, within 2 weeks. I did this myself.
The 6th took 5 Years!!! and we won at tribunal in the end with the help from members on here. even after the changeover.
I got tired with the 7th sanction, 5 years after. It changed my life and I had more important things than chase DWP for another £14 possible for another 5 years of JCP money and shit, just for £14 quid. (is was actually a lot more than that.) I lost hope expecting another 5 years of shit and a fight but I did not lose all hope after some members on here tried to help me again!!!

Not to belittle your victories Oneman, which are great and I'm very happy for you and ND for persevering against the odds, but for me the bigger point is how absolutely fucking outrageous it is that any complaint should take more than a few weeks to resolve never mind a few years as in your case. It seriously makes my blood boil.
It's absolutely clear that the system is set up precisely to, in the first instance, discourage claimants to complain and then, if they do persist, to make the process as drawn out and painful as possible. But you know, karma's a bitch and what goes around comes around. Some day the authors of this corrupt, punitive system will get their come-uppance.
