I have come across this scenario a few times. No real job existed.

Not saying this happened in the above case, but there are a lot of personal data gatherers. Agencies often use the tactic of continuing to advertise a vacancy that has long since been filled.
The trick
Harvesting the CVs of applicants provides details of where applicants worked in the past. The agency can then use the applicant's name when contacting the HR of a business on the CV, under the faux pretext of 'checking references'. Once the agency has established a rapport with the HR dept of a business named on the CV, they have a veneer of credibility and they can try to wedge their foot in the door of trying to get the business to become a new client.
There is nothing for the applicant. The agency just tells them that the vacancy was filled or that they were not suitable suitably experienced for it.
