In our 2018 Welfare trends report, Chapter 3 looked at the design of universal credit, including the role to be played by UC work coaches setting conditions and applying sanctions to encourage claimants to seek and progress in work. This box outlined the role, responsibilities and renumeration of work coaches, as set out in DWP's candidate information pack for applicants for the role.

I note from the article that the role will include helping claimants with computer tasks. I think that is quite positive, as some digitally excluded people struggle with this; there is not always sufficient provision, within libraries, for people to be helped to access those skills.

Just like a Stanley Milgram electrocution experiment, a Work Coach is expected to dissasociate themselves from imposing Benefit Sanctions and inculcating a fear of Sanctions and to impose a Claimant Committment (CC)"setting conditions", so they blame claimants for CC 'failures' that lead to Sanctions and lessen the psychological burden of the misery they cause and absolve themselves of moral responsibility for it.

Summary of the 'Coach' role: Spend 30 minutes with claimants, to create a CC, over the phone and or online via claimants UC accounts. Impose the default 35 hour per week work search expectation and every two weeks review claimant's CC of 70 hours of Work Search activity for 5 to 10 minutes and
"applying sanctions" for failures and use the personal data claimants add to their UC account as evidence for the sanctions.

Remember with the now defunct Universal Jobmatch site, access to Work Search records and CVs required claimant consent. UC has been designed so this DPA2018/GDPR consent has been subverted and claimants are nudged think they must add their CV and Search records to their UC accounts, when in fact they can choose how they provide such personal data. Classic example of Choice Architecture (Nudge Theory) and do not forget it was the Cabinet Office 'Nudge Unit' that piloted and designed the Claimant Commitment and whose fingerprints are all over UC design and implementation.

The idea a Work 'Coach' provides a public service is total Bull S**t, UC and 'Coaches' are there to shift responsibility for under/unemployment onto claimants and make them 99.9% responsible to overcome and punish them if they fail to meet CC conditions with Benefit Sanctions "applying sanctions", the rest is Public Relations window dressing.

As long as all Benefit Sanctions exist within Social Security and employment 'support' by JCP Work 'Coaches' is not separated from administration and payment of benefits then the DWP and particularly WCs will be treated as individually and collectively hostile, leading to the need to #DefundTheDWP, other considerations by claimants likely to be self-flagellation.

IMHO, the recruitment of more WCs by the DWP will just have the effect of providing more work for WCs rather than assisting unemployed people back to the labour market.

Now that shops are closing branches, I wonder if the care sector will be next thing to shoehorn people into. Or will the DWP persist that retail is the best option for most people? Not dissing either the care sector or the retail sector BTW; each require people with particular skills and aptitudes.
