The Government responded to the Taylor Review on 7 February 2018. It accepted the recommendation regarding the National Minimum Wage:
We accept the review’s recommendation to ask the LPC to explore the impacts of introducing a higher NMW rate for hours that are not guaranteed as part of the contract. We will also investigate alternative means of tackling the issue, and ask the LPC to do the same and provide advice on the impacts of alternative options. The LPC will provide their assessment of the impact of these options to Ministers in their October 2018 report.
It also accepted the recommendation on the right to request more regular hours. The Government is currently consulting on the issue, and has proposed extending this right to all workers, rather than solely agency and zero-hours contracts workers.

With the regard to the last paragraph, all workers have always had 'the right to request more regular hours'. The employers have always had the right to decline this.
Unless it is being suggested that employers should be compelled / encouraged / incentivised to increase the hours of current workers instead of engaging more zero hours workers, then I cannot detect what has changed.
An employer would always prefer 2 workers and no NI liability instead of 1 worker who attracts NI liability. IMHO, this needs to be addressed but never is discussed

True. I know of a local employer who has 3 part time admin staff so they don't have to pay any employer NI on any of the posts.

its about time employers was made to pay ni contributions as well as the people who do full hours work
at least then people can still say they have ni contributions under there belt
