DWP want to 'spy' into bank accounts in Universal Credit fraud clampdown
The DWP are hoping new laws will allow them to obtain information on benefit recipients' bank accounts.
DWP Permanent Secretary Peter Schofield explained in the committee that the department wants to understand "whether [it] can get better access to data on bank account details."
And John Paul Marks, Director General for Work and Health Services, said more data "would be fabulous".
Explaining the idea to MPs, he added: "You could imagine a real-time information type system that every time you declare you don’t have capital, we could see whether or not you actually did."

DWP already uses the General Matching Service to identify bank savings.

The latest biennial NFI exercise in Wales has detected and prevented £5.4 million in fraud and overpayments
National Fraud Initiative in Wales – Report 1 April 2016 to 31 March 2018
The latest National Fraud Initiative has made a significant contribution to tackling fraud against Welsh public bodies
The latest biennial NFI exercise in Wales has detected and prevented £5.4 million in fraud and overpayments
1 When fraudsters claim for services and benefits they are not entitled to, it means that individuals in genuine need may have to wait longer for services, treatments or help.
Fraud is not a victimless crime.
2 In order to support Welsh public bodies in their fight against fraud, the Auditor General runs the NFI in Wales on a biennial basis.
The NFI matches data across organisations and systems to help public bodies identify potentially fraudulent or erroneous claims and transactions. Exhibit 1 sets out some of the data matches that are run through the NFI and the types of issues which may be found
https://www.audit.wales/system/files/publications/national-fraud-initiative-english.pdf
If the the new suggestion of regular access to claimants' bank account(s) is determined to be reasonable and legal , some people may decide to stash their cash under the floor boards, under the mattress or in their piggy bank.
Data-matching
Also central to our strategy is a drive to make our data-matching processes as sound as possible. By comparing our own data on a customer with data from other sources we can identify discrepancies and trigger further investigation by our staff. In 2005/06 nearly 380,000 data matches were generated by the General Matching Service, which uncovered over £81million in overpayments.
As well as this General Matching Service, which runs matches specifically for Income Support, Jobseeker’s Allowance and Pension Credit, the Department also uses a Housing Benefit Matching Service running matches for Housing Benefit. We intend to look at bringing these two services together to make their processes more efficient and help reduce the duration of any underpayment or overpayment in a customer’s claim.

You would think that this data sharing would be blocked by the GDPR? As there seems to be a 'cosy' arrangement by the DWP and the banks... I'm surprised that a legal challenge hasn't been made, as bank's aren't a gov department they are a private concern so this private personal data sharing shouldn't happen?
In addition to this is the concern of people's bank accounts being open to fraud by members of the JCP. As there have documented cases of JCP staff commiting fraud from Universal Credit accounts🤪. So you would think there should be a 'firewall' between these organizations.

Real Time Information is another example. It is needed to process benefit claims.
How DWP shares information about you
DWP may share information with and get it from other organisations such as:
other government departments
local authorities
social security organisations in other countries
employers and potential employers
social landlords
private-sector bodies, such as energy suppliers and credit reference agencies
financial institutions, such as banks and other organisations that may lend you money
charitable and welfare organisations
the emergency services
We do this for a number of reasons, including to:
check the accuracy of information
help people with particular difficulties, such as troubled families
help people get or stay in work
child maintenance
help people get education and training to improve their chances of getting work
support people with independent living, including home help and respite care
prevent or detect crime
check payments for services
to reduce energy bills, improve the energy efficiency of people’s homes and help citizens in fuel poverty
protect public funds
use for research or statistical purposes
to protect you or others in an emergency

Government departments including the police must act proportionately. The current suggestion to have access to everyones bank account is not proportionate in my view.

I do wonder what world these MPs live in. The amount of people who claim benefits while having "capital" must be minuscule, while massive tax fraud goes on elsewhere. Anyone fiddling the DWP is going to be doing it off the books, cash in hand, so spying on a benefit claimant's bank account is a waste of time.

The point is not to be "rational" but to pander to the base instincts of those too coward to rebel against the mighty but willing to vent their frustration on those perceived to be inferior.
The last ten years of austerity has been one continuous example of it.
In many ways is one of the oldest tricks in the book. Let the anger be directed against those that cannot protect themselves and give the rabble the feeling of being in power and be able to do something about their situation. Many pogroms and lynchings work psychologically at this level.

When looking at the accused one should first ensure your own backyard is tidy first. I wonder what will be revealed post covid-19 circus.
These incompetent people would have us all eat cake .Can't wait for the budget in March. No doubt, Sonic will say "UC £20 increase has been extended for another 4 weeks🤫" when in reality back in the real world, people's world; they/we can barely get by as it is. "I know, middle of global pandemic, let's cut benefits that should be very helpful ".
Rant over.
Happy new year

I hope they won't be coming around and looking under my bed into my 20p jar There are plenty of others in society they should check for fraud first But they won't as their; protected by the best lawyers money can buy. Far easier, to pick on the little people. And, just for the sheer hell of it.
