Again not a big surprise.
It was predicted at the time of the proposal and it is the main reason of the implementation of this iniquitous law.
The modus operandi of the Tory government has always been to introduce repressive laws that while not directly abolishing long cherished civil rights, empty and void their effectiveness.
We see it in the ripping of the "safety net", in the degrading of the health provisions for the population, in the piecemeal dismantling of the social housing, etc.
It has been a very effective and successful strategy and it has parallels in other countries, notably the USA, where the neoliberal elites have had disproportional influence within the state apparatus.
While avoiding direct confrontation, it allow the practical elimination of entire classes of benefits by making them difficult to obtain or enforce. In addition this policy has the added bonus of progressively desensitising the public at large to the horrendous degradation of their status a citizen.
Today 6 weeks without any kind of benefits and private food banks, tomorrow 6 months and so on, until it becomes the norm and nobody thinks anything of it.
