The man would need to be ticking the box for income based job seekers allowance as that the component part of universal credit that allows people to obtain certain free NHS prescriptions.They should have changed this farce years ago but just like everything else is an administrative cock up.
This also affects people when at a NHS dentist or opticians.
If Universal Credit is his sole income, then the jsa income box is the one to tick,you will not be lying as thats what hes getting.
Sorry if i have misunderstood this but going by the image on the guardian newspaper link seems to be the case ?
