while not disputing the validity of the article argument, I want to point out that Southwark Council (it is a "trailblazer" implementer of the 2018 Homelessness Reduction Act) if far from being above reproach.

In the article one of its top "Cabinet" member complains that in spite of receiving extra funds from the government they had to spend a good deal of their own just to stay within the minimum requirement of the law.

Well they also spent more or less the same amount in policing large and controversial regeneration projects (they are projects were private concerns build luxury houses on former council estates).
Policing intended to prevent social squatting of the progressive emptying of former council housing complexes.

It seems that it is OK to be stuck in a dump and fetid hostel room at a very expensive cost to the public purse than be tolerated in living in an empty lodging that they know will remain in any case empty for a number of years!
