It is infact a fundamental tenet of conservatism and anti-liberal doctrine.

"People are not suitable responsible for their lives and someone should do the choices for them"

Like most ideological base beliefs, there is a factual truth foundation for it.
Namely that we ourselves are conscious to make at least some bad choices and observe it in various measure in others.
However it is a direct, intuitive and easily assimilated concept but an irrational analysis.
It is similar to the concept of luck and misfortune.
Somehow this is one of the most universal, across cultures, and easily perceived idea. It had some (to me mysterious) evolutive advantage and it has been preserved widely in our history but still is utterly illogical.

The point is not for people to make the "right" or "wrong" choice but the freedom of making or unmaking their life within the constraints of how it would impinge on the same right on others.

UBI is so much disliked by mass ideology like fascism or communism or theophilic ones because it gives everyone much more chance of be responsible for their lives, the chance to experience a higher degree of freedom, the very thing that most ideologues ultimately abhor.
