No. Simply there is not enough of us to warrant much ado.
Concern in society is usually stimulated by a failure of power, when a ruling class is changed. When this do not happens, that is, when the average member do not think, right or wrong, it may be at the receiving end of whatever they fear, there is little empathy and a great deal of self justification for this inhumanity.

One has to think for instance about homelessness. Even at local level it would be possible to house everybody (apart of course, for those very few that don't want to be) by a slight readjusting of property rights.
Something similar was done at the end of WW2, for instance.
But in the prevailing, more autocratic conditions, neoliberal ideals that blame failure on individual moral failure, are prevalent.

So it is either the downtrodden that effectively rebel or a shift in the balance of power in society from somewhere else that will have a chance in changing the attitude.

Public sector workers have the support and empathy (quite rightly) of the general public. By contrast, unemployed and disabled people have been demonised.
