As this topic keep coming up on the news I felt it should be given its own topic  Question
While it is not strictly benefits, I feel it comes under the banner of "exploitation of workers for cheap labour" No

Recruitment agencies are the pits and as an unregulated industry I'm not surprised to see this sentence in the report.
