I wonder what each unit is like inside. They look better than the streets, for a temporary home.

It seems a step in the right direction these units . Reminds me of the idea of using shipping containers as temporary living accommodation. But as @Caker said, what are they like inside??? We could go from the saying "Cardboard city" to "Container city"....

Surely, any type of roof upon one's head is better than nothing, but...the root causes of homelessness is the lack of accommodations, either because they are not there or because they are not available to those that need them.
There is no practical reason why homelessness should not be just a marginal problem related to mental illness and tackled by the health services.
It is only a sustained government policy that has been engineered to provide a shortage of accommodations and provide an artificial scarcity (a bottom line property worth guaranteed to speculators) that is main reason why so many live in substandard conditions.
Let's never forget it is the inequality of the distribution of wealth, its excesses and extremes, that causes these levels of poverty and homelessness we see.
