in my eyes yes there should be depending on your circumstances

e.g

the person whos stays in there rental accomodation unwilling to move to another
the person feeding a drug habit yet refusing help
same as above with alcohol
a person that goes to these loan places or buys items on hp continually never getting out of debt

for payments from dwp or there payday hasnt come something not there fault then no they shouldnt be limits at foodbanks as its out of there hands not there fault

Each person is different and so are the moral attributes one dispense on the case.
For many, being unemployed is a moral failure and nobody should be encouraged in it by providing help with rent or dole money.
Recently the infamous and luckily for us retired, Lord Freud mentioned in an official address, that he thought his most important success was to have made disability benefits less attractive (so incentivising  the disabled into work).

Generally when we start on the option of judging other people we are on a slippery slope.
Everybody should be given a chance to satisfy their basic need. If they so wish for self-harm it should still be their choice.
Well...the world is not that black and white but none the less it is worth while remembering that there is not a great deal of difference for the irrational contempt an 18th Century aristocrat would regale a peasant or a sans-culotte  anyone that look like an aristocrat.
One cannot really avoid hate but it should be remembered it is not the best approach to morality.

I think this opens up the debate about the 'deserving' and the 'undeserving' poor as if there are 2 separate groups.

Each case is different and who is anyone to judge another without knowing the circumstances Question
